How the ranking works
Bills are sorted by consequence tier first. Nothing in a lower tier can jump above a higher one, no matter how big or how soon it is.

- Amounts you already agreed toPayment plans and arrangements, and care you can't continue without paying.

Inside a tier: sooner deadline first, then the smaller amount that prevents the consequence — so the same money stops more bad things. Then the money is walked down that list. If it can't cover a top-tier bill, the tool does not suggest a partial payment, because a partial that doesn't stop the action can waste scarce money. It tells you to call and ask what amount will.
